Eligibility Criteria

Eligibility criteria for heat pump systems for heating and/or heating and cooling to be financed under the REECL Programme

 

Definition:

Electrical driven air to air, air to water, ground to water or water to water Heat Pump Unit as replacement of electrical resistant heating with or without associated space heating and DHW systems.

Eligibility Criteria:
  • Seasonal Energy Efficiency Ratio (SEEP) for average climate zone: SEEP > 5.6 (A+) Seasonal Heating Performance (SCOP) for average climate zone: SCOP > 4 (A+)
    defined as per EU Regulation 2011/626/EU
  • Operation range Cooling: 21° to 43°C
  • Operation range Heating: -10° to 15°C

All heat emitters are to be provided with thermostat control (radiators with thermostatic valves, fan-coils with room thermostats, etc)

Note: The heat pump systems put forward for registration are required to have certification under EU Regulation 2011/626/EU. Where air-water and water-water heat pumps are not tested to EN 14825 and have no manufacturer provided performance data for SCOP and SEER, it is assumed that the proposed product will satisfy the REECL eligibility criteria if the following performance characteristics have been achieved: COP> 4 at A7 / W35 (air-water) and COP> 4 at W10/W35 (water-water) or COP> 4 at B0/W35 (brine, water), and were tested according to standard EN 14511.

The eligibility criteria does not apply to single-unit Domestic Hot Water Heat Pumps installed indoors.

Conformity Requirement:

CE Marking or Certificates of conformity issues by accredited institution in EU.

When conformity is certified by an Accredited Institution, the vendor must submit all drawings, bill of materials, and other pertinent product specifications, on the basis of which the Institution has issued its certification report
